R. Terry Hays, CVS-Life
Chairman and CEO

Mr. Hays, Chairman has over 26 years of expertise in the development and implementation of Value Management activities in consumer, industrial, and technology companies and government agencies.

Prior to joining VAI in 1983, Terry served as an Engineering Manager for Hoover Universal Automotive Products Group and General Motors Engineering Staff. In addition to implementing Value Management on new vehicle development programs at GM, he was also responsible for the overall direction and management of their corporate cost reduction activities. 

Mr. Hays wrote the chapter on value engineering for Maynard's Industrial Engineering Handbook – fourth edition, published by McGraw-Hill, Inc., 1992, and he has published several papers on Value Engineering and written training manuals on value engineering that covers construction projects, product designs, manufacturing processes, and administrative systems and procedures.

Terry has been an active member of SAVE International having served on the National Board as Regional Vice-President, National Director of Conferences, Executive Vice President and from 2005-2007 President. He became a Certified Value Specialist (CVS) in 1984 and was recognized as a “Fellow” in the society in 2005.  

Terry received his Bachelor of Science Degree from Lawrence Technical University in Southfield , MI

Rudrick "Rick" G. Otto, CVS–Life
President

Mr. Otto has over 32 years experience in Value Management. Prior to joining VAI, Rick developed and directed the Value Management Program for General Motors’ Truck and Coach Division. This program, initiated in 1976, became the model for the GM divisional and corporate programs that followed. During his sixteen years with GM, Rick also held several management positions in Sales, Materials Management and Engineering. 

Since joining VAI in 1979, Rick has been responsible for directing Value Management initiatives tailored to meet the continuous improvement goals of our clients. Recognizing the impact of purchased content for many clients, he developed VAI’s Value Chain Program exclusively for supplier studies.  

Rick has served the professional society for Value Management “SAVE International”, as Regional Vice-President and National Director of Communications. He became a Certified Value Specialist (CVS) in 1979.

Rick received his Bachelor of Science Degree in Business Administration from Georgetown University in Washington, D.C.

Robert B “Rob” Stewert, CVS-Life, PMP
Director

Rob Stewart is a Certified Value Specialist and Project Management Professional who has been practicing Value Methodology for over 18 years.  During this time, he has led over 250 value studies for clients in both the private and public sectors on a wide range of products, services and facilities from forklifts to multi-billion dollar transportation projects. 

Mr. Stewart has taught courses and lectured on Value Methodology at Portland State University, the University of California, Berkeley, and Chung-Ang University, Seoul Korea.  Mr. Stewart was responsible for developing Value Metrics, a value measurement system that compliments traditional Value Methodology.  This system of techniques is now used by a number of public agencies as a means to evaluate the relationship of project cost and performance to value improvement.  In addition to the development of the Value Metrics process, Mr. Stewart has been active in integrating Risk Management into Value Management Studies.

Mr. Stewart has been recognized several times by the Federal Government for excellence in major capital improvement project studies that he has conducted.

In 2005, Mr. Stewart published the text, “Fundamentals of Value Methodology.”  In 2006, this text has been translated into Korean and Chinese and is one ofd the most widely published text on VM in the world.  This text supports a Module 1 VM Training Workshop that is accredited by both SAVE International and the Project Management Institute.  Mr. Stewart has also pioneered an accompanying e-learning version of this course. 

Mr. Stewart served SAVE International for many years as President of the Portland Chapter.  He is currently on the Miles Value Foundation Board working to expand the teaching of VM in Universities.

Fredrick Kolano, CVS-Life
Director

Fred Kolano is an industrial engineer with 25 years of experience in engineering, manufacturing and value management. This base is a valuable source of hands-on experience that is very useful in leading Value Engineering studies. He has led value engineering studies and training for government and industrial clients, and has facilitated many Value Engineering improvement studies of technical facilities and processes. His broad financial background is essential to guiding individuals through cost savings calculations.

Mr. Kolano has been an expert facilitator of hundreds of team building sessions, issues and conflict resolution meetings and retreats. Team size has ranged from five to upwards of 40 individuals. He has demonstrated experience in facilitating groups through intense problem solving workshops with confidence and skill. He is highly skilled in verbal presentations, and numerous computer applications. Mr. Kolano’s value engineering assignments have included facility upgrades and process improvements in the chemical, automotive and aerospace industries, environmental restoration and waste management project design, transportation facilities, and management processes.

Mr. Kolano also has considerable management experience. He has used this to effectively understand both the management and subject matter expert viewpoints to quickly build individual rapport and team synergy. He has served as manager, lead and supervisor in small and large organizations.

Mr. Kolano has been active in SAVE International as past Director of Honors and Awards and for most of the past 10 years he has been a Director on the Certification Board.

Mark Watson, CVS
Director

Mark Watson is a registered Professional Engineer and Certified Value Specialist (CVS). He has an in-depth knowledge of the Value Methodology (VM) and the application of it to many types of construction and design related projects.  Mark's experience includes value studies on a wide array of projects that cover the gambit of the design and construction industry.  He has conducted value analysis, value engineering, and value planning studies on roads, bridges, water and wastewater facilities, transit facilities, airport facilities, and drainage facilities, as well as buildings for education, health care, prisons, vehicle maintenance facilities, barracks, and U.S. embassy and consulate operations.  The sizes of these projects and programs on which Mark has conducted value studies have ranged from a few hundred thousand dollars in capital costs to as high as $6 billion.  Mark has led VE studies on projects in all stages of design from the schematic/planning stage to 100% complete.

Mark has an in-depth knowledge of and experience facilitating a number of decision-making processes.  These innovative alternative selection processes, particularly used by the National Park Service, allow the incorporation of both quantitative and qualitative information into the decision making process.  Mark’s particular expertise is in marrying the Value Methodology with these Decision-Making processes.  The VM study is used to generate alternatives using function analysis and brainstorming techniques.  Then, the decision making processes are used to determine which alternatives provide the greatest value enhancement to the project taking into account qualitative information such as aesthetic quality, user impacts and preferences, socio-political impacts, etc.

Mark has served SAVE International as Vice President – Membership.

Sid Anwar, CVS - Director

Mr. Anwar has over 20 years expertise in the development of Value Management Programs in the Petrochemical (Oil/Gas), Environmental, Mining, Nuclear and Power Generating Industries.  Sid as Founder and President of Creative Solutions International (CSI), formed a strategic alliance with Value Analysis Incorporated in 2000 and serves as Director, Constructions Programs for VAI.   

Prior to founding CSI, Sid was Manager of Value Engineering for Flour Daniel, Incorporated, one of the worlds largest Engineering and Construction companies.  In this capacity he was responsible for establishing Flour’s global Value Management programs in Canada, Japan, South America, Southeast Asia, Africa, the Middle East and the United States. 

Sid is a Certified Value Specialist (CVS) and an active member of SAVE International, having served as the National Director for Public Relations.  He also received the “Best in Class” ranking for his work in Value Management from Independent Project Analysis, Incorporated.  

Sid received his Masters of Science Degree in Engineering from the University of California, Berkeley.
